I'm no champion of national or international politics but I can certainly comment on a missing lesson from BP oil spill in US. Forget who was responsible for oil rig or who made the blast etc., certainly those factors are in early chapters of lessons to learn; fact that oil spill is not yet stopped and US administration is sleeping over it is painful. I personally feels that responsibilities of the roles are missing. BP chief goes with his yatch when he heard of the blast - why these shareholders & US public keeping quite. If USA is serious about sorting about this they should make an independent incident management group that can arrange local resources to plan and handle current incident and if any in future. Say how many oil tankers in this region and does navy has any role or can any government agency can play any role. Co-ordination with BP is another point that has not been thought about.
I'll give you an example; say an energy company in New York is running Russian Nuclear reactor with russian help. Today there was some incident; will US administration wait for 1-2 months for Russians to clean-up the mess or keep asking where was Russian Nuclear chief when this has happened. I'll say - Obama must declare this incident as priority for action and appoint some resources to work with BP with a timetable. More than 14 million gallons in the sea can make huge impact - imagine 1 gallon spread in your garden then what about 14 million.
Managers can be certified and highly educated at both sides but the result from this incident shows failure at all levels.
